Under the slogan "Health for All," the State of Qatar is moving toward 2030 with its goal of achieving excellence in providing comprehensive health care for all its residents. This represents a new phase in the journey to achieve Qatar National Vision 2030 and the Third National Development Strategy (2024-2030), aiming to provide long, healthy lives for the current and future generations.
Last year, 2024, all public health sector institutions (the Ministry of Public Health, Hamad Medical Corporation, and the Primary Health Care Corporation) launched their 2024-2030 health strategies. These strategies aim to ensure that the health needs of the population are met according to the highest standards, achieve excellence, and ensure that Qatar enjoys the highest quality of life.
Through the Third National Health Strategy, the State of Qatar is working to achieve several healthcare-related goals, including increasing life expectancy to 82.6 years, reducing the mortality rate from non-communicable diseases by 36%, reducing infant mortality to two per thousand live births, and increasing the percentage of people who engage in 150 minutes of physical activity per week. Ms. Huda Amer Al Kathiri, Director of the Strategic Planning, Performance, and Innovation Department at the Ministry of Public Health, told Qatar News Agency (QNA) that the State of Qatar continues its efforts to develop its healthcare sector and enhance the health and well-being of its population through the National Health Strategy 2024-2030. This ambitious vision aims to achieve a comprehensive healthcare system that keeps pace with the latest developments and is based on clinical excellence, sustainability, and innovation.
She added that the strategy builds on the successes of the previous strategy (2018-2022) and aligns with the health priorities of the National Development Strategy 2024-2030, within the framework of achieving Qatar National Vision 2030, which seeks to build a healthy society with a high quality of life.
The National Health Strategy 2024-2030 seeks to improve the health of individuals and ensure a longer and better quality of life by focusing on the physical, psychological, and social aspects of health. It dedicates efforts to creating an environment in which the entire community participates in achieving health and well-being goals, promoting preventive and therapeutic interventions to reduce the spread of diseases, and improving the quality of healthcare.
Ms. Huda Al Kathiri pointed out that the strategy relies on an integrated approach aimed at achieving the highest clinical standards, while ensuring the sustainability of financial and environmental resources for future generations.
Local Research and Development
The strategy's objectives also include increasing local research and development, adopting innovative solutions, reducing non-communicable diseases, unifying patient pathways, and digitizing the entire health system. It also focuses on transition centers, which are a pivotal component of the health system, rehabilitating patients and assisting them in their transition from hospital treatment to home or community care. This enhances the role of rehabilitation services, contributes to improving patients' quality of life, and accelerates their recovery.
The Director of the Strategic Planning, Performance, and Innovation Department at the Ministry of Public Health explained that the ambitions of the National Health Strategy are reflected in a set of priorities that seek to achieve a radical transformation in the health system. Foremost among these priorities is improving the health and well-being of the population, with a focus on raising health awareness and empowering individuals to adopt healthier lifestyles, while promoting prevention and early detection of diseases.
The country also seeks to promote the concept of "health in all sectors," by integrating public health into various national policies to ensure integration between different sectors, positively impacting community health. At the health services level, the strategy seeks to achieve excellence in healthcare delivery and improve patient experience by developing integrated care models that encompass all stages of treatment, from prevention through treatment and rehabilitation to community and extended care.
Focuses will also be placed on improving the quality of primary and community care and expanding the scope of services provided in hospitals and specialized centers to ensure that all residents have access to advanced healthcare services that meet their needs efficiently and quickly.
As part of its efforts to enhance the resilience and sustainability of the healthcare system, the strategy places special emphasis on developing governance systems and enhancing transparency in healthcare sector management, in addition to adopting a health financing model that ensures the sustainability of services provided. The next phase will also witness a broad digital transformation in the healthcare sector, with digital solutions being implemented to deliver new healthcare models, enhance the patient experience, and maximize operational efficiency. Additionally, emphasis will be placed on developing a unified database that will contribute to making healthcare decisions based on scientific evidence and accurate analysis.
